Emergency Budget: VAT and Corporation tax: Hidden costs for banks

In response to Chancellor George Osborne’s announcement of a reduction in corporation tax and an increase in VAT, Nigel Harman, UK Head of Banking at KPMG, said:

“The change to corporation tax announced today is a double-edged sword for banks. On the one hand, the gradual reduction in this tax over the next four years means that the value of deferred tax assets to UK banks will reduce considerably. Depending on the position of individual banks, we’ll likely see immediate P&L write-downs of up to 10% of the existing asset, further reducing UK banks’ profitability and generating a hit to their capital bases. For context, the top strata of European banks are currently holding approximately €90 billion of deferred tax assets in total.

In response to Chancellor George Osborne’s announcement of a levy on bank balance sheets, Nigel Harman, UK Head of Banking at KPMG, said: “The levy is no surprise and is clearly designed to encourage banks to rebalance towards retail funding. While there’s a risk the pressure on funding could ultimately restrict lending, it’s more likely banks will look to raise rates in order to attract additional retail funding in a highly competitive market. In an effort to maintain margins, these costs could be filtered through to consumer and small business loan rates, potentially putting additional pressure on the housing market, ceteris paribus."

• Retail sales in central London in May were 11.6% higher on a like-for-like basis than a year ago, when sales had risen only 1.7%. Stronger consumer confidence in London helped boost sales.
• Retail footfall in May picked up to just above its year-earlier level, after a year-on-year decline in April. Special sales events and discounts helped attract shoppers into the capital.
• Sterling’s weakness continued to attract overseas visitors, especially from western Europe, China and the Middle East. Tourists began to return to the UK after the volcanic ash disruption eased.
• Food sales strengthened again after Easter distortions had depressed sales in April. Non-food similarly picked up. Clothing, footwear and outdoor leisure were boosted by sunny weather.

“New car registrations in March rose 26.6% on the back of low volumes last year. This is mainly due to destocking in the industry during early 2009 and the scrappage scheme.
